There isn't any way to force keyboard focus. Since Shift+Shift will show all gadgets on your desktop the behavior you are describing would mean that all gadgets on your desktop would want keyboard focus. The only usable solution so far would be to display a message telling the user to click on the gadget when the gadget doesn't have focus.
