If you clear browser cookies, you'll always be repromptedwith a login. That's expected.
Sorry if I wasn't clear... Adding 'everyone' as a collaborator is everyone on your Google Apps domain, not the world. Authentication is still required to verify the visitor is a member of your domain. The API doesn't allow making the document world-editable.
