Hi OT, I don't think the Gadget API provides you any information about the layout of the iGoogle page, or the column 'type'. You can however get the column width of the iframe you are in using Javascript.
Regarding your second question, here again I am not aware of a specific event triggered when the gadget is dragged to a column of a different layout, but the generic solution is to listen for a Javascript resize event.
