Hi Asif, If you want to develop a gadget for the current iGoogle, you should look at this instead: http://code.google.com/apis/gadgets/docs/legacy/basic.html
The documentation URL you referenced in your message is for the next version of iGoogle. If you decide to use the new API, you will have to use the iGoogle sandbox, and still use the developer gadget as explained in the document I linked above. I hope this helps.
