Hi John, It certainly is and should be quite easy to do so. You should think about letting the site owner know that you are doing this, however; I don't know about legal issues but certainly as a matter of courtesy.
Take a look at the legacy API docs here http://code.google.com/apis/gadgets/docs/legacy/remote-content.html or, if you fancy making a gadget for the new (currently sandbox version of) iGoogle - which I guess I would recommend these days - see http://code.google.com/apis/gadgets/docs/remote-content.html. The sandbox gives you many more options inc canvas (fullscreen) mode so this might be the best bet! Good luck.
