Hi David, I'm not as familiar with the Desktop gadgets submission process, but I think the likely distinction here is that those gadgets go through a more finely toothed comb before acceptance into the directory, whereas the vast majority of gadgets for iGoogle are approved. In other words, there isn't any need to specify what step the submission process is on, because there is one stage.
If you can post a link to a representative number of your gadgets (or just the domain on which they are hosted), I can check whether they were submitted properly or if something else is wrong.
