Someone at Google will have to look into this further. I just checked
if the gmodule proxy would be able to access the URL and it fails as
well. As you can see, the following URL:
http://www.gmodules.com/ig/proxy?url=http://www.ogol.com.br
gives a:
503 Service Temporarily Unavailable
The server is temporarily unable to service your request due to
maintenance downtime or capacity problems. Please try again later.

There could be many causes for the problem, but the issue is not in
your code.
If you need to workaround the problem for the short term, I would
suggest you fetch the URL through a proxy. Either have a proxy on a
sever you own, or use a free proxy like this one (there are many many
many more):
http://g02.appspot.com/f?mao2URL=0068007400740070003A002F002F007700770077002E006F0067006F006C002E0063006F006D002E00620072002F

I tried this URL in the gmodule proxy, and Google fetched it just
fine, so I would expect it will work with _IG_Fetch...() as well.
