Hi Nicky, I was able to upload a bitmap just fine with the GGE, so I don't think there is an outage right now (this might have been fixed since you posted your message though).
Regarding your question if there is a quota on the GGE storage, yes, there seems to be one. Please check this post which discuss a similar question: http://groups.google.com/group/Google-Gadgets-API/browse_thread/thread/4daf507020ee33b2/20e5207cfdb8efa0 The quota at the time was said to be 100 files or 4MB max. This might have been increased since, but there is still a quota. As Dan explained in this post, if you are reaching the quota on the GGE, you most likely have a lot of content to manage at this point. You will find that a Google Code SVN repository is much more flexible to manage your gadget development. I hope this helps.
