I have the same issue with my gadgets located also on googlepages. The issue is because googlepages returns html with the error: "The bandwidth or page view limit for this site has been exceeded and the page cannot be viewed at this time. Once the site is below the limit, it will once again begin serving as normal." instead of a real xml-file with gadget code.
What the ... is the bandwidth limit between google sites (googlepages where the xml hosted and gmodules which transforms xml into html)??? The error is not persistent but is reproduced frequently. I tried to opt-out googlepage pointing to another hosting (my fortune I used test site not which keeps my gadget) googlepages redirect is not working. The same issue is reported @ Google Page Creator Discussion Group (http://groups.google.com/group/GPCDiscussionGroup) many times but was not replied. I'm not sure if automigration on June 1 will help us - I tried upload xml to Google Sites and add gadget by the url (http://sites.google.com/ site/gfarry/files/gf-portfolio.xml) but getting "invalid module" error. We can try to move gadgets to another hosting and alias current gadgets but there is a issue reported @ http://code.google.com/p/igoogle-legacy/issues/detail?id=309&colspec=ID%20Type%20Stars%20Summary%20Status that aliasing causes the rank, rating and comments to be lost. Nobody from Google responds on the reported issues. Probably, people @ Google are fired or expecting layoff because of the crisis and nobody wants to work. Got dozens requests from users asking when the gadget start to work again - don't know what to answer except blaming google.
