I have tried everything I can think of, and nothing works. 1) My gadget has worked for years, and it works fine in the Gadgets Editor 2) The Gadgets Editor is able to fetch the content. 3) The "Gadget Checker" gadget shows no errors.
My guess is that someone at google changed the python script that fetches the gadgets, and something is now broken. The 404 message is clearly coming from Google's code. Oh well.
