The Friends entry should only show up if you are in the iGoogle
sandbox. See this sticky thread about how to check if you are in the
sbx:

iGoogle is moving toward become an Open Social container. You will be
able to allow some Open Social gadgets to access your friends
information to do cool stuff with it, like the social apps you can
find on Facebook, Orkut, MySpace, etc.

As far as I understand, iGoogle as an Open Social container is not yet
in production, but I might have missed a memo. :-)
