The guidelines seem to say that gadgets should not contain advertising
in the home view to be accepted into the content directory. "With few
exceptions, we restrict advertising to the canvas view and all
advertising must meet the Google AdWords content guidelines..."

Yet, it seems that many - if not most - of the new gadgets that are
begin accepting in the directory contain an Adsense block and appear
to be created for the sole purpose of generating Adsense revenue.

Is Adsense one of the "few exceptions" to the rule that limits
advertising to the canvas view? I've been reluctant to monitize the
home view, but if such gadgets are going to be accepted into the
directory I figure it may be smart to jump on board and try to make a
few extra dollars.
