Thanks. I have reported the issue using "Report a policy violation in a comment" link. I don't have any specific evidence except the pattern of rating with irrelevant and anonymous comments. But I hope, Google may be keeping track of the user details along with comments in an audit trail for compliance purpose. Will post the comments here if I get any response.
