The gadgets are not necessarily ranked by user counts and ratings
only. A gadget may have a large number of users and it would rank high
properly when you look at the "most used" gadgets; however, if you're
conducting a search on the directory, you'll see gadgets listed based
on their popularity and relevancy. We won't exactly know the formula
for "popularity", but recent install activity and engagement levels
with the gadget are probably contributing factors. As to “relevancy”,
we'd like to think that Google is keeping a track of what gadgets are
actually being installed and used after users search for the keyword
"stock" and adjust the search results based on that tally over time.

If you have any means to promote your gadget externally through the
use of an “add to iGoogle” button, I’d recommend doing so. Growth in
your user base should also impact your popularity rankings.
