No, there's not a downloadable version of the gadget checker. There is another development tool that you might be interested in, the Open Social Development Environment http://wiki.opensocial.org/index.php?title=OSDE_Tutorial . It's based on Eclipse and might be more than some developers are ready for but using an XML-aware tool like Eclipse can help catch or prevent several of the errors that the gadget checker finds.
