To the best of my knowledge there's no public api for the gadget directoy at
this time. It sounds like what you really want is to create a site using
something like Shindig or FriendConnect. Shindig is an OpenSocial Gadget
container that you can use to make a social site - see
http://shindig.apache.org/ . FriendConnect lets any site host gadgets.
There's also a directory of gadgets for FriendConnect at
http://www.google.com/friendconnect/home/gadgets
