It looks like that url has moved to gmodules.com - GGE seems to be producing
an incorrect url - it should be something like
http://www.gmodules.com/ig/creator?url=http%3A%2F%2Fhosting.gmodules.com%2Fig%2Fgadgets%2Ffile%2F107102897880021659928%2Ftest3.xml.

I've filed an issue at
http://code.google.com/p/igoogle-developers/issues/detail?id=7 to track this
problem. Note that you can work around it (though this isn't ideal) by
changing the leading http://google.com to http://gmodules.com on the error
page.
