I don't know why Tea House is shown as an example for your header in
the theme API reference if you're not going to be able to make
something as detailed/big as it due to limited space.

Here is my theme that I want to have a bigger header for:

I am aiming for a serene ocean theme with just as much story telling
and detail as Tea House with either time of day traits or day of week
traits (I haven't decided which). At this moment I've refrained from
making any new frames for my theme because of the header size
restrictions.

Is there a way for certain designs to get promoted to a higher height
status (if I complain and beg enough?). This sounds unfair though I
think it's not fair to offer bigger dimensions to google promoted
themes like Tea House as well as offer them for use without offering
it to those taking the time to create a theme with the theme API.  I
don't see how Tea House (one of the most popular themes used) doesn't
prove to Google that people don't mind the bigger header size and
prefer the fresh art and design over screen real estate. The only
thing stopping this from happening would appear to be the submission
site itself not recognizing "header.height" as a valid markup. The
theme api and igoogle obviously recognize and support header.height
unless the user submitted themes are read differently then a theme
like Tea House though I doubt that since, again, header.height works
in testing modes.
