Yes, in general a locale corresponds to a country. If you're on Google.com, just change the .com in the url to another cctld, for example http://www.google.co.jp/ig/directory?type=gadgets&url=hosting.gmodules.com/ig/gadgets/file/112581010116074801021/turtle.xmland http://www.google.ca/ig/directory?type=gadgets&url=hosting.gmodules.com/ig/gadgets/file/112581010116074801021/turtle.xmlshow different user counts for different locales (Japan and Canada, respectively).
