Hi Uday,
Caching time can vary by the area that your users are in since the gadget
will be sent from servers near them. The cache does respect HTTP caching
headers so setting them appropriately can help you get updates out at the
right time.

In the case of a and b the url chosen shouldn't matter for cache purposes.
