Brad - do you even read the stuff you comment on? Get a grip. I know you hang out in this group for the sole purpose of warning people away from making gadgets, but seriously man - your "I bet they don't know" is just 8 sentences away from Rob telling John "No" -- and 6 are you own.

John was being a little confused. I suspect English is not his first language, because otherwise I don't see how Rob could have been clearer when he gave the authoritative URL and helpfully clipped the relevant bit:

"To ensure that all users enjoy our product, we’ve developed a set of
program policies for themes. Under the policies, a theme may not display
(via text or images) or link to:
...
Adwords or other advertisements (apart from your logo in the attributions
area)."

Maybe he should have clipped more?

"a theme may not display ... or link to:
...
advertisements"

John, the answer is "No."

LOL. typical. I bet they don't know, which would be the reason why
they didn't answer... which would be the reason why I'd say don't
expose yourself to the risk and the expense of google's indecision
which will likely change... and then change again. This is my
experience with these kinds of things with iGoogle. Other stuff is
much better but this?

Your time is probably better spent elsewhere.

Our current policies are athttp://code.google.com/apis/themes/programpolicy.html .

Here's the part that seems most relevant
"To ensure that all users enjoy our product, we’ve developed a set of program policies for themes. Under the policies, a theme may not display
(via text or images) or link to:
...
Adwords or other advertisements (apart from your logo in the attributions

The program policy is short and in general I encourage theme developers to read it before submitting to the directory (this is general advice, not
specific to your question).
