It sounds like what you need is an alias. The alias request form is at https://spreadsheets.google.com/a/google.com/viewform?hl=en&formkey=cEhGZVVmVUNQVmI1N2lvOW5nOGJNUFE6MA . Once the gadget alias is processed users will be served the new gadget even if they add it with the old url.
