Hi Joe,
The users shown in the directory are the number of installs across the
locale for the directory where you're viewing it. There can be delay between
installation and updates on that page. As a developer, when you add the
gadget to the iGoogle Gadget Dashboard you can see more details including
the number of installations across all locales.
