It's my understanding that there isn't any inherent refresh cycle in iGoogle. It appears to be only the active tab which refreshes, and this depends on any refresh requirements of one or more gadgets on the tab.
I suggest that, for any gadgets you use for which refreshing causes a problem, move them to a new tab and see if this solves the problem. Alternatively, you could track down which gadgets trigger the refresh by moving them one by one to a new tab until the refresh stops, then give the offending gadget(s) their own tab.
