If Google not longer allows hosting gadget, I doubt that they continue supporting the Gadget API. The only difference between the Gadget API and Open Social is that the Gadget API is google's implementation of Open Social to support Gadgets across Google products: iGoogle, Spreadsheets, Google Sites, Google Apps...
If Google allows you to create Gadgets I seriously doubt why they would still maintain the API.
