I am part of the Google Data API team. But I am not part of the  
Picasa Service team, they are the ones who would have to support the  
parameter. Best thing for you to do is to go here:

http://code.google.com/p/gdata-issues/issues/list

and add a bug/feature request against the Picasa service.
