The list of Google Data services is available at:
http://code.google.com/apis/gdata/

There is a contacts API.  One of the Google Apps APIs is an e-mail migration
API which allows you to import messages into your Google Apps e-mail account
(premier or education).    However, there is no Google Data API to read
e-mail (try using POP/IMAP if you'd like to do that.
