If is. it is just not officially released.

There is no WSDL file, this is not a soap service.

To get the client that includes youtube support, you need to go to:

http://code.google.com/p/google-gdata/source/browse

and download the MSI file in the lib/release subdirectory.

This will be "officially" released shortly, i am just waiting for some  
tester feedback, so you are welcome to use it and give feedback :)
