ICEBlock and Android

Reportedly the developer of the ICEBlock iOS app for crowdsourcing the
locations of ICE agents said that they didn't do an Android version
out of concerns that the same level of privacy cannot be obtained as
with iOS.

I am unsure that this is technically correct, at least to the extent
that a similar Android-based version could likely provide similar
privacy even if it was not accomplished in exactly the same manner.
