That would depend upon your desktop manager and distribution which you 
don't mention.
Try right clicking on your desktop and look for a "Create New" dialogue 
then look for something like "Application Launcher" and you may get 
somewhere. You will need to enter the launch command for Picasa which is
  /opt/google/picasa/3.0/bin/picasa
(on my system at least) have fun!
