A bit more investigation, this mostly occurs when running on battery. Guessing that Ubuntu has powered down the drive in the Ultrabay from non-use.
I can work around it by starting a file browser (Places->"disk where pix are") so that the disk is powered up before starting Picasa. Is there a small time delay or status check that Picasa should perform before deciding that the library directory isn't there? Or am I stuck with manually browsing the drive so it powers up before I start Picasa?
