Are you referring to the option on Windows when you uninstall, the Picasa uninstaller offers to delete your Picasa database? You can do just that with rm -rf ~/.google/picasa/3.0 (for Picasa 3) or rm -rf ~/.picasa (for Picasa 2.7)
