To be honest, I've never tried any of the other photo management / editing options in Linux before. I've never had to! Picasa, in my opinion, is *the* way to get it done, so it would be a tragedy if Google is planning to abandon Linux as a platform for Picasa.
3.5 does work well under a vanilla Wine installation. The reason for this is mostly due to contributions Google has made to the Wine codebase through Picasa for Linux development. With this development stopped, Wine and Picasa will eventually drift farther apart over time. This version (3.5) may be the last Picasa that works reasonably well in Linux. But... my hope is that the future isn't as bleak as all this. After all, Google will soon launch their *Linux-based* Chrome OS. If they want to win over Windows users to their new operating system, they'd better have Picasa available-- it's too big an asset to ignore. And for this, will they want to simply port the Windows version with a custom Wine compatibility layer like we have now? No way... they'll have a native Linux version, of course. :-D Something many of us have been wanting for a long time! So my guess is that this is a temporary bump in the road for Linux Picasa users. I don't know Google's timeline for Chrome OS development, but I'll be very surprised if we don't see a native Linux version of Picasa in beta testing within a year.
