The reason is that Picasa 3 for Linux runs under its own WINE version.

More, if you load Picasa 3.6 for windows in a standard wine
environment, you get "Picasa for linux" in the "about picasa" box...

Because of this, it is a well known fact that movies does not run in
this environment.
