DJ, as anyone can download as many examples of Picasa as they wish, I very much doubt that you have to get Google's permission to sell your computer. Google could hardly complain if you uninstalled Picasa first, sold the computer, and then re-installed Picasa on it, which would lead to precisely the same result, so I suggest you can rest easily....
