Great answer.  It was enough to give me a hint on how to proceed.
Yes, Picasa 3.6 now works on my Ubuntu netbook, using Wine as the
"intermediary".

Since I'm new to Ubuntu, as others may be, I'll give a short
description of what I did to "make it happen."

I went looking for "wine".  I started at https://help.ubuntu.com/community/Wine
and worked my way to http://www.winehq.org/download/ where I found the
current stable version was 1.0.1.  Using: System>  Administration>
Synaptic Package Manager I found Wine 1.0, and its properties showed
it was in fact 1.0.1.  Installed it, resulting in Wine being added to
the "Applications", and from there 'configured' Wine.  Then downloaded
Picasa 3.6 for Windows XP, found the downloaded file, and a right-
click gave the option to open with Wine. I had to set the Picasa
downloaded file's permission to 'executable'; and all proceeded
without a hitch.
