The same is happening here. Ubuntu 10.04, Wine 1.2. I had Picasa 3.6 installed over the original 3.0 deb package. I have updated this to 3.8.
I was expecting the video generation to work, even though nothing video-related seems to work in Picasa under Linux. This message is even more surprising, given the fact that this feature didn't exist when the Linux deb package was created. Therefore, either: a) The Windows version of Picasa 3.8 is checking if the runtime environment is Wine in order to show the message, or b) This feature is accessing to a function or resource already used by other functionality (like video upload), that had already implemented that error message.
