I see the same sort of thing on 32-bit Natty with the latest version 1.3.34 of Wine installed. The Picasa Web Albums button at the top left of the Picasa Window has been replaced by a «Log in with your Google account» button, but clicking the latter doesn't produce any results. The «Upload» button in 3.8 has been replaced by a «Share» button, but clicking this opens the same ineffectual «Log into Google» window noted above. For my purposes 3.8 is a far better version, at least on Ubuntu ; I haven't gotten round to testing 3.9 on Windows....
