In Picasa 3.9, the upload to Picasa web albums button has been replaced by one that says «Share with Google+» - at least that's what I see (*mutatis mutandi* - Swedish is the default language on my systems) on my machines. However, when I click that button, the photo(s) is/are uploaded to my Picasa Web Albums, which seems to be integrated with Google+ (I joined Google+ when it was still in the experimental stage, but rarely use it, so my knowledge of how this integration works is vague at best). So far I haven't discovered any particular disadvantage with this arrangement....
