You should request a key for whatever domain is in the referrer URL. This
might be localhost or might be the name of your local computer. Check the
NET requests in Firebug to see what's being passed into the request for the
publicapi. The request will look something like:
http://maps.googleapis.com/mapsapi/publicapi?file=flashapi&url=file%3A%2F%2F*&key=ABQIAAAA7QUChpcnvnmXxsjC7s1fCxQGj0PqsCtxKvarsoS-iqLdqZSKfxTd7Xf-2rEc_PC9o8IsJde80Wnj4g&v=1.7a

The "url=" part is the URL you should be registering for.

You can register for multiple keys (there's no limit).
