I don't actually see where you initialize the controls, but my suggestions
are:
1) Use the position option in the control constructor to affect the position
for the control before adding it:
http://code.google.com/apis/maps/documentation/flash/reference.html#OverviewMapControlOptions.position
2) Don't call setCenter multiple times. Once should be sufficient.

Regarding memory management, it may not be possible to re-create a Map
during the execution of the app. Please see if this issue is what you're
interested in:
