In the javascript API I was able to do it like this:

var tilelayer =  new GTileLayer(null, null, null, {
   tileUrlTemplate: '
http://www.cei.psu.edu:8080/geoserver/gwc/service/gmaps?layers=ja_landuse&zoom={Z}&x={X}&y={Y}
',
        isPng:true,
        opacity:0.3 }
);

var myTileLayer = new GTileLayerOverlay(tilelayer);
map.addOverlay(myTileLayer);

...but in Flex the TileLayer doesn't have a 'tileURLTemplate' option as in
GTileLayer.  From looking at some of the examples I guess i need to first
make my own TileLayer class that extends TileLayerBase?
