Hey Robert - you sure can.
first - check out this link to set LatLng Bounds

Then disable.... oh wait - its a little more complicated than just
disabling the mousemove isnt it?
Because when zoomed in - you need to be able to move the map around -
you just don't want them to go past certain bounds...
hmm - interesting topic.

Im not sure how new you are - but check out the link above to set your
bounds.
You may be able to do this by setting the bounds and allowing zoom
level.
Im fairly new to the flash api myself. - hope it at least gets you
started.
Check out the documentation for specific commands.

And perhaps someone else could chime in with the ability to do this.
