I tried to make that clear here:
http://code.google.com/apis/maps/faq.html#keysystem

with this line:
"If as recommended you request a key for http://mygooglemapssite.com/ your
key will be valid for all URLs mentioned above."

But perhaps it's still ambiguous. Can you suggest a re-wording of the FAQ?
Or were you confused by the sign-up page?
