Take a look at http://www.isoma.net/games/goggles.html and http://www.tomscott.com/realworldracer/ , (a less sophisticated version with maps that load in one big jump and not scroll, and there is no use of the zoom.)
I'm not 100% sure but i think the former loads maps into a flash game and the latter maybe uses JavaScript. We should be able to control a person flying (kind of like superman) over google maps. In the case of "goggles" above it was a plane. It would preload to a set position. The flying person would stay in the center and the map would pass underneath as if the person is flying over it. I think the maps would probably have to preload as in "goggles" for it to be smooth. An mp3 of music will also preload and play on a loop.
