I am not familiar with "encoded polylines," but from your note it
looks like if I have the utility you mention I should be able to parse
the GML, then use the utility to encode the polylines, and then use
Polygon.fromEncoded to create the polygon?  If so, then I would
greatly appreciate being able to acquire the utility.
