Aaron You may want to look at yr.no which is a Norwegian site, but they deliver forecasts for places around the world and have a free data policy.
www.yr.no/english/ To find the info about programming options (Javascript, PHP and XML) you could start with using the Search function to find a place. When you get to the forecast for that place, click on "Free weather data" or, if you don't see that button, add "data.html" to the URL of the page. For example: http://www.yr.no/place/United_States/Colorado/Denver_¤002f_Stapleton_International,_Co_/data.html I don't know if this will work for you. I have not tried it myself yet and my programming knowledge is limited. I would be interested to hear if it is possible/convenient to use for instance the Javascript option within flash.
