Flash has built in support for rasterizing within the player any movie clip including the stage area, bing up or yahoo "bitmap draw as3". But unless your vector art is very complicated i.e. not just rectangles or rudimentary shapes I feel the system will still be slow scaling up and down a ton of pngs.
