I would look into:

1) a WFS Service somewhere with oceans or continents and just call a
PointInPoly service
2) a WMS Service that supports getInfo requests and parse those to see
if any of the features are "water"
3) create a polygon overlay and do client side point in polygon
lookups
4) see if Google Geocoder does reverse geocoding and will tell you if
a LatLong is in water

I would not call any of those brilliant :) but I might tend towards
item 2
