In the new version of the maps api for javascript, there is a way to do this. That is, the user can interact with the map while the markers/overlays are being added in the background. I think if you search for the mapping presentations at the 2010 Google I/O you might find a reference, of just view the javascript api. Not sure if it is implemented in Flex yet.
